EU:s Östersjöstrategi godkänd
Så här står det i ett protokoll från EU:s ministerrådsmöte den 30 oktober. Jag har inte märkt att medierna skulle ha rapporterat att EU:s Östersjöstrategi skulle ha godkänts. Konstigt. Det är ju en jättestor sak.
De som skriver politisk historia kommer att märka att mycket hände kring Östersjön de här åren. Mycket mera än under de senaste decennierna. Nu gäller det att fortsätta hålla upp tempot på den fronten eller så som jag har förstått att Katainen brukar säga "on tekemisen meininki".
En stor utmaning är att få ryssarna involverade i Östersjösamarbetet. Gasledningen ser ut att få godkänt och det är ju ett delat ryskt-europeiskt intresse som säkert har en viss betydelse för samarbetet i många andra frågor. Jag hoppas och tror att ryssarna skall vara med om att fortsätta minska utsläppen till Östersjön. Reningsverket i Kaliningrad måste byggas så snabbt som möjligt.
IV. EU Strategy for the Baltic Sea Region
The European Council adopts the EU Strategy for the Baltic Sea Region and endorses the Council conclusions on the subject (doc. 13744/09). This Strategy constitutes an integrated framework to address common challenges, i.a. the urgent environmental challenges related to the Baltic Sea, and to contribute to the economic success of the region and to its social and territorial cohesion, as well as to the competitiveness of the EU.
The European Council calls upon all relevant actors to act speedily and ensure full implementation of the Strategy, which could constitute an example of a macro regional strategy. It invites the Commission to present a progress report to the Council by June 2011.
